<p>New generation party president Humphrey Siulapwa says it is almost impossible for an opposition political party to win an election by two percent. He says people should not completely dismiss the opinion poll that was released recently as there is some truth in the opinion poll. “The interpretation of the opinion poll is that Mr Sata has lost the election. Mr sata lost elections when his party failed to sustain the pact,” he said. Speaking at a press briefing on Sunday, Siulapwa said any opposition party must lead by at least ten percent for it to beat the ruling party. He said it is wishful thinking to think that the Patriotic Front alone will win elections. Siulapwa also castigated former works and supply minister Mike Mulongoti for attacking the president and mmd. “when did president Rupiah Banda and mmd become bad to mr Mulongoti? What Mulongoti wants is state power.” He said. He warned the patriotic front against entertaining mr Mulongoti saying he is power hungry. Former works and supply minister mike Mulongoti was dismissed by president Rupiah Banda for alleged insubordination and attacking party officials.</p>
<p>Meanwhile, New Generation Party (NGP) President Humphrey Siulapwa has cautioned the Patriotic Front (PF) to be weary of expelled parliamentarians from the ruling party joining it.<br />
Siulapwa said those chased from the Movement for Multi-party Democracy (MMD) like former works and supply minister Mike Mulongoti and former Libyan Ambassador Mbita Chitala are pretending to bring peace but will only cause havoc in the PF.<br />
He further said those joining the opposition from the ruling party are individuals who are power hungry and can do anything to get positions wherever they go.</p>

			<content:encoded><![CDATA[<p>Expelled former Movement for Multiparty Democracy MMD chairman for elections, Mike Mulongoti has charged that the MMD should face reality and accept the opinion poll released yesterday by the Centre for Policy Dialogue favouring Patriotic Front leader Michael Sata ahead of this year&#8217;s elections.</p>
<p>Mr. Mulongoti says the MMD should accept the poll predictions because the political environment in the country does not favor them.</p>
<p>He states that the MMD should be realistic and note that the opinion poll is an indicator of what the elections might bring forth.</p>
<p>He adds that it is not enough for the MMD to dismiss the opinion poll results but should instead work on improving the ratings between now and the elections date.</p>
<p>Mr Mulongoti adds that the opinion poll has created an opportunity to improve on the current standing of the party.</p>
<p>Mr. Mulongoti adds that rushing into rejecting the poll prediction will not solve the MMD&#8217;s diminishing support countrywide.</p>

			<content:encoded><![CDATA[<p>Patriotic Front president Michael Sata is the most preferred candidate ahead of this year&#8217;s polls according to the opinion poll conducted by the Center for Policy Dialogue.</p>
<p>CPD executive director Neo Simutanyi announced in Lusaka thursday morning that if elections were held, PF president Michael Sata would get overall 31 percent of the votes, closely followed by MMD&#8217;s Rupiah Banda with 28 percent, with Hakainde Hichilema getting 12 percent.</p>
<p>Dr. Simutanyi further stated that in terms of voter preference of a political party, the Patriotic Front is likely to obtain the largest number of votes if elections were held today, with 29 percent of voters favouring the largest opposition political party.</p>
<p>He adds that the MMD would get 27 percent with the United Party for National Development getting 10 percent of vote preference.</p>
<p>Dr Simutanyi says his organization conducted a public opinion with a national representative sample of 1,200 registered Zambian voters.</p>
<p>He says the poll was conducted from 14th to the 24th of April 2011 and it covered all the nine provinces of the country and 19 districts.</p>
<p>He observed that a closer examination of electoral preferences suggests that there has been little shift from the 2006 and 2008 scenarios.</p>
<p>Dr. Simutanyi stated that the PF and Michael Sata still command support in their traditional areas of Lusaka, Copperbelt, Luapula and Northern Provinces.</p>
<p>He further observed that the support of all major parties declined significantly from 2008 elections in the areas they claim to have support.</p>
<p>The opinion poll further reveals that 47 percent of Zambians consider overall government performance so far as poor or very poor.</p>
<p>He says 43 percent of the respondents reported that they do not approve the performance of president Rupiah Banda.</p>

			<content:encoded><![CDATA[<p>Electoral commission of Zambia director Priscilla Isaac says the commission has not accredited any organization to carry out the controversial parallel voter tabulation exercise in the country.</p>
<p>Isaac says the position of the electoral commission remains the same and will not change.</p>
<p>She said there is no way an election can be determined by the parallel voter tabulation which is sample based.</p>
<p>“you cannot  win an election result on the basis of a sample. Determination of election results is our mandate not one from the p.v.t.,” she said.</p>
<p>She was speaking at a media workshop on the role of the media in elections.</p>
<p>Isaac said the law provides that anyone aggrieved shall petition election results and that  the commission does not want anyone to bring confusion.</p>
<p>She added that as much as political parties are suspicious of the electoral commission, the commission is also suspicious of political parties.</p>
<p>The parallel voter tabulation  has brought controversy in the country prompting President Rupiah Banda to  warn that the parallel voter tabulation is illegal.</p>

<p>PRESIDENT Rupiah Banda has thanked the people of China and its president, Hu Jintao for the sacrifices they have made in fostering development in Zambia which he says is to the benefit of the peoples of the two countries.</p>
<p>President Banda said Zambia was now able to boast some massive developments because of Chinese assistance both in terms of human and financial support.He was speaking at State House yesterday when a Chinese delegation led by Jiangxi provincial government vice-governor, Hong Lihe paid a courtesy call on him.</p>
<p>“It is always a great pleasure to receive a delegation from outside, especially from China, an old friend of Zambia.</p>
<p>“Relations between Zambia and China originate from periods long before our forefathers fought for independence.“When we got our independence, the first major project to free ourselves from apartheid South Africa was with China to build a rail line between Tanzania and Zambia,” Mr Banda said.</p>
<p>He said China helped Zambia and other countries on the continent to fight colonialism.The president said in recent history, Zambia and China cooperation had grown much and that Zambia appreciated what the two countries were able to achieve together.</p>
<p>And Mr Hong said Zambia’s economy was growing fast as demonstrated by the 6.3 per cent gross domestic product recorded after the implementation of the Fifth National Development Plan.</p>
<p>He said it was also impressive that Zambia had recorded a significant drop in inflation.“We are also impressed that Zambia is politically stable and the economy is growing fast,” Mr Hong said.</p>
<p>He said China was particularly impressed that President Banda had focused on the education sector.</td>

			<content:encoded><![CDATA[<p>ZAMTEL will establish more than 500 base stations to cover about 80 per cent of the country with its mobile network.</p>
<p>Zamtel chief executive officer Hans Paulsen said his company would undertake an aggressive expansion strategy that would make the mobile phone unit more relevant to customers and the country at large.</p>
<p>The rebranded telecommunications firm’s mobile unit, formerly Cell-Z, will grow by 25 per cent in the next five years.</p>
<p>Mr Paulsen said Zamtel would make sure it maintained its dominance on the fixed landline service and then lead Zambia’s internet revolution through the Zamtel broadband service.</p>
<p>Mr Paulsen said the fight to capture a significant portion of the market-share would start with the setting up of 565 base stations (masts) across the country for both 2G and 3G systems on mobile phones.</p>
<p>The first site is expected to be switched on in June this year.<br />
The sites would have 450 of them for the common 2G (Second Generation) and the other 115 for the 3G system.</p>
<p>This would mean 80 per cent of the country would be covered by the Zamtel mobile network.</p>
<p>“In the last six months, we have grown by 32 per cent, and that is with the old, tiring and boring brand. But now with the new brand and more services and better infrastructure, it will be possible to grow even bigger,” he said.</p>
<p>He said Zamtel had signed an agreement with Chinese Telecommunication giant ZTE whose partners Huawei would be unrolling base stations.</p>
<p>He said with the 32 per cent growth in the last six months, Zamtel mobile customer base had risen to just more than 500 000 and expects it to grow more.</p>
<p>The company policy being that it spends 15 per cent of profit on marketing, Zamtel mobile and the two other services-land line and broadband- would become more relevant to the Zambians.</p>
<p>He said the new circle on the rebranded Zamtel logo signified the infinity Zamtel would go as far as possible to meet the customersí needs.</p>

<p>Zambia has refunded to the Global Fund part of the money embezzled by officials in the Ministry of Health, a government official confirmed.<br />
Health minister Kapembwa Simbao said Zambia transferred about $ 1.9 million into the account of Global Fund following the highly publicised misappropriation of donor funds in the Ministry of Health.<br />
The Global Fund, Governments of Swedish and the Netherlands froze aid to said ministry after revelations of theft of millions of dollars, including donor funds, from the docket in 2009.<br />
Several ministry officials are facing prosecution over the theft of $5 million.<br />
According to Mr Simbao, the government had agreed to refund the Global Fund its stolen money and the payment would be made in three instalments, the $ 1.9 million being the first bunch.<br />
“We are looking at the indentified weaknesses as pillars for rebuilding our managerial capabilities and accountabilities for effective and efficient implementation of Global Fund programmes,”<br />
said Mr Simbao.<br />
According to the Global Fund, it had ordered Zambia to repay $13 million.<br />
The Global Fund last year suspended $300million aid to the ministry, opting to finance the health sector through the United Nations Development Programme (UNDP).<br />
Corruption is rampant in most public institutions in Zambia, according to anti-corruption watchdog – Transparency International’s annual corruption index.</p>

<p>ZAMTEL managing director Hans Paulsen said the freezing of LAP Green’s 75 per cent shareholding has not hurt the operations of the company.</p>
<p>Zamtel, the country’s sole total telecommunications provider has rebranded all its units to be called Zamtel.<br />
Paulsen said Zamtel continued to operate normally and embarking on expansion programmes that would see it grab about 25 per cent of the mobile phone market share by 2016 from the current seven.</p>
<p>Paulsen said the developments in Libya would not affect the operations of the company and that there was no need for customers to worry.</p>
<p>“LAP Green&#8217;s 75 per cent shares in Zamtel have been frozen, just like the Minister of Finance and National Planning intimated to Parliament recently,” Paulsen told journalists.</p>
<p>“What it means is that LAP Green can’t get their dividends out of Zamtel or transfer the shares. And in any case, Zamtel is not yet in a position to declare any dividends.”</p>
<p>He, however, expressed optimism that the government, which currently owns 25 per cent shares in the company, would help to ensure that the company&#8217;s operations were not affected.</p>
<p>Last month, finance minister Dr Situmbeko Musokotwane announced that Zambia had frozen assets belonging to the Libyan government and its leaders in compliance with a United Nations resolution.</p>
<p>Top on the list is LAP Green’s 75 per cent Zamtel, bought last year by Libya&#8217;s LAP Green Networks for US $257 million in a deal criticised by key stakeholders and the opposition political parties.</p>
<p>“My government will ensure compliance in the management of these assets to comply with the UN resolution,” Dr Musokotwane told Parliament.<br />
And Paulsen announced that all units under Zamtel would continue using one brand name called Zamtel.</p>
<p>Paulsen also said Zamtel continued to enjoy market confidence in Zambia despite its links to the Muammar Gaddafi regime through LAP Green. The Gaddafi administration is currently raging a war against Libyans pushing for an end to his 41-year rein.</p>

<p>Paulsen said mobile phone unit popularly called Cell Z, Zamtel Online are some of the brand names that would stop to exist and fall under the Zamtel name.<br />
After acquiring 75 per cent shares of Zamtel, LAP Green announced plans to inject US $120 million in the firm to recapitalise and boost the operations of telecommunication company.</p>
<p>Although Zamtel was sold last year in a deal orchestrated by former transport minister Dora Siliya, President Rupiah Banda’s son Henry and Cayman Islands-based RP Capital, ZDA were later involved as an investment and privatisation wing of the government.</p>
<p>LAP Green is wholly state-owned via the Libyan Investment Authority, a sovereign wealth fund established under Gaddafi as an investment vehicle for windfall revenues from oil revenues.</p>
<p>Kabwata MP Given Lubinda has accused Libya’s LAP Green managers of externalizing money from Zambia despite Zambia freezing its 75 per cent stake in line with the UN resolution 1973 of 2011.</p>
<p>Lubinda told a local newspaper that there was need to remove LAP Green-appointed top officials in Zamtel to halt further “siphoning” of the money.</p>
<p>“We have impeccable evidence of the fact that money is leaving Zamtel to offshore accounts,” Lubinda said in an interview. “Why is that money being allowed to be siphoned out of Zamtel? While we appreciate that LAP green has invested large amounts of money in Zamtel, the rate at which Zamtel is losing money to foreign accounts, we have no doubt that within the next three to four months, the total investments made by LAP green in Zamtel will have been externalised, and at that stage, Zamtel will be left a shell of itself.”</p>
<p>Lubinda said freezing of the Lap Green assets would only make sense if the management was also withdrawn from “the owners of those shares.”</p>
<p>“I want to challenge the government of Zambia to indicate to the Zambians how Zambia is controlling the externalisation of resources from Zamtel,” Lubinda said. “What measures are being put in place to ensure the proceeds from Zamtel are not being externalised to fund Libya’s wars. Freezing the asset and still allow the owners of the asset to run it is not freezing at all. It’s a mockery, cosmetic and meant to hoodwink the international community. ”</p>
<p>Lubinda said while countries like Uganda and Rwanda were implementing the UN resolutions by taking over management of the affected assets, the hands of the government of Rupiah Banda were tied owing to the corrupt manner in which they sold Zamtel.</p>
<p>Lubinda described as “cosmetic and smokescreen”, the announcement that Zambia had frozen LAP Green’s 75 per cent stake in Zamtel which it bought last year in transaction criticised by key stakeholders and the opposition political parties.</p>
<p>“The so-called rebranding of Zamtel is nothing but a smokescreen by LAP Green in collusion with the government of Mr Rupiah Banda,” he said. “They are trying to hoodwink Zambians that everything is in order, that Zambia is in control when in effect Zambia has no control whatsoever in the management of Zamtel. For as long as the operations are under the control of Lap Green and their agents, then the freezing of assets is nothing but cosmetic. You can only do that if you follow what Uganda and others have done, and that is to not only freeze the shares and also take over the management of the asset. That is the only way you can claim to be implementing the resolution 1973 of UN to the letter and in the spirit of the law.”</p>
<p>Lubinda, who is chairperson of African Parliamentarians Against Corruption (APNAC), advised Zamtel managing director Hans Paulsen not to act as spokesperson of the Zambian government.</p>
<p>“Poulsen and all his friends who are running Zamtel are appointees of LAP Green in Libya and the ones running LAP green were appointed by Muammar Gaddafi,” Lubinda said. “There is no way they can now separate themselves from Gaddafi, now that he is at war with his people. Gaddafi and his people still have total control of all institutions he created including LAP Green.”</p>
<p>And Lubinda said Siliya would die with the responsibility of explaining everything that would happen to Zamtel. He said there was no reason whatsoever why government could not do that which was expected of it under UN Security Council resolution until such a time that everyone was satisfied that proceeds from Zamtel would not go into feeding Gaddafi’s war to exterminate Libyans pushing a popular uprising to end his 41-year old tyrannical rule.</p>
<p>Although Zamtel was sold last year in a deal orchestrated by former transport minister Siliya, President Rupiah Banda’s son Henry and Cayman Islands-based RP Capital, Zambia Development Agency (ZDA) were later involved as an investment and privatisation wing of the government.</p>
<p>“Instead of LAP Green struggling to clarify this matter, can the ministers of finance and transport, especially the architect of selling of Zamtel because there is more to it than meets the eye,” said Lubinda.</p>
<p>“She (Siliya) individually against advice from experts, Attorney General, without approval from Cabinet, she alone is the one who determined Zamtel’s destiny. So, whatever happens at Zamtel, Dora Siliya will continue to be held accountable until her death. Whenever the name Dora Siliya will be referred to in future, it shall be in connection with the sale of Zamtel, nothing else.”</p>
<p>Lubinda said Zamtel was a security installation which could not be left in the hands of people at war.</p>
<p>Zambia has frozen assets belonging to the Libyan government and its leaders in compliance with a United Nations resolution, the minister of finance said on Wednesday.</p>
<p>Among the assets was 75 percent of fixed-line phone operator Zamtel, bought last year by Libya&#8217;s LAP Green Networks for $257 million.</p>
<p>&#8220;My government will ensure compliance in the management of these assets to comply with the UN resolution,&#8221; said Situmbeko Musokotwane in a statement.</p>
<p>Musokotwane said Zamtel would continue to operate normally.</p>
<p>&#8220;It does not involve any interruption of operations or impediment to the normal operations of Zamtel,&#8221; Musokotwane said.</p>
<p>The frozen assets included investments in Zambia, Africa&#8217;s biggest copper producer, by listed representatives of the Libyan government and members of the current government, he said.</p>
<p>South Africa&#8217;s President Jacob Zuma has ordered the treasury to freeze assets linked to Libyan leader, Muammar Gaddafi and his associates, a government official said Friday.</p>
<p>&#8220;The process is underway and we are writing letters informing them that no money will be allowed to leave South Africa,&#8221; foreign ministry spokesman Clayson Monyela, said without offering further details.</p>
<p>Local daily Business Day said the money is invested through the $5 billion Libya Arab Africa Investment Co (Laaico), through Libya Oil Holdings, Libya African Investment Portfolio and Libyan Foreign Investment Company (Lafico).</p>
<p>In South Africa, it owns Ensemble Hotel holdings, including the luxury Michelangelo Hotel in Johannesburg.</p>
<p>Libya holds billions of dollars in assets in Africa through subsidiaries of its $70 billion sovereign wealth fund.</p>
<p>The South African presidency said on Wednesday that Gaddafi called Zuma &#8220;to explain his side of the story.&#8221;</p>
<p>The statement said: &#8220;South Africa has openly condemned the loss of life and attacks on civilians and reported violations of human rights in Libya.&#8221;</p>
<p>Meanwhile,Uganda  froze Libyan assets worth $375 million, mainly in the telecommunications, hotel, banking and oil sectors.</p>
<p>To avert fears of job losses in Uganda, International Co-operation minister Henry Okello Oryem says that, despite the freezing of assets, the Libyan-linked businesses would still be able to function.</p>
<p>But he said the money would be channelled into a special account until sanctions were lifted.</p>
<p>Uganda is set to comply with the United Nations resolution regarding the freezing of all funds and assets owned or controlled by president Gadaffi&#8217;s regime, states <a href="http://www.newvision.co.ug/D/8/12/750082">New Vision</a>.</p>
<p>The Libyan assets in Uganda include 69% shareholding in telecommunications firm Uganda Telecom, 49% ownership of National Housing and Construction Corporation, and undisclosed shares in Tamoil, which is expected to work on the oil pipeline from Eldoret, Kenya to Uganda.</p>

			<content:encoded><![CDATA[<p>New generation party president Humphrey siulapwa has blamed members of parliament for the failed constitution.</p>
<p>Speaking at a press briefing Sunday, siulapwa said all the members of parliament are to blame irrespective of political parties they come from.</p>
<p>“The entire parliament has failed . we need a new parliament, the current one is stale and there is more dead wood.,” he said.</p>
<p>He said members of parliament in the past voted for a bill that had to do with the increase in emoluments but when it came to the constitution they have failed to vote for it.</p>
<p>He challenged youths to take up the challenge and contest for various seats in parliament.</p>
<p>Siulapwa said the current constitution does not favour young people to contest as members of parliament.</p>
<p>He also thanked God for the unity that was exhibited at the recent mmd convention.</p>
<p>Meanwhile, siulapwa has expressed disappointment with the oasis forum for their outburst against the failed constitution saying the forum has no direction.</p>
<p>He said oasis forum shunned the constitution making process from the beginning and wonders why they want to be champions now.</p>

			<content:encoded><![CDATA[<p>AN Egyptian paper manufacturing firm, Mintra, has urged Zambian companies targeting the United States (US) market to make their products environmentally friendly as it is a major attraction for the Americans.<br />
Mintra export manager Osama Mounir said in Lusaka at the Zambia-Egypt Business Forum and Exhibition that it was vital that goods manufactured for export to the US market met high quality standards and were also environmental friendly.<br />
He said there were massive campaigns across the world about preserving the environment.<br />
Zambia would this year host the Africa Growth Opportunity Act (AGOA) forum in Lusaka, the Act itself made to promote trade between Sub-Saharan African countries with the vast American market.<br />
“Mintra makes all its paper products from waste sugarcane by-products and not trees and that means we save the environment from first deforestation and also preserve nature by maintaining sanctuary for wildlife like birds and all sorts of animals.<br />
“Besides that we protest the environment from air pollution that would occur if the waste material from sugarcane was burnt,” he said.<br />
Mr Mounir said as a result, Mintra paper was popular despite coming from sugarcane waste and was just as good as paper material from wood.<br />
He said paper made from sugarcane waste was proving to be cost effective as it reduced on the importation of wood materials and maximised on the usage of sugarcane.<br />
He said the use of local waste material to make paper was a boost to the local economy especially that his firm makes 250 different types products in form of paper.<br />
Though his country is not a member of AGOA, Mr Mounir said because of the quality and eco-friendliness of his company’s paper, it faced no problem in penetrating the American market than those of Europe and other continents.<br />
“Last year, we made a turnover of over US$60 million and one thing is that 50 per cent of our produced paper in all forms goes to the USA and it works well for us.<br />
“The rest of our products go to Europe at about 25 per cent and then Africa and the rest Arab countries gets 15 per cent with the rest for the Egyptian market,” he said.<br />
He was excited that Zambia was rich in sugarcane plantation and with such a rich source of raw material, his company would explore avenues of making Zambia a centre for his company.<br />
Zambia has vast sugarcane plantations in Kafue and more are planned for Kazungula.<br />
Plans are also underway to develop sugarcane plantations in Luapula Province.<br />
He said Zambia had a stable political climate which was good business.</p>
